Have you made sure you have followed step 3 correctly?
3. Application Type ‘Other’ – Give it a name – Click Create
Make sure you have chosen ‘Other’ DO NOT select ‘Web application’

Looks like a css conflict.
The quickest way to resolve this (if you are not using the carousel of the plugin) would be to comment out the offending plugin CSS.
If you locate css in file
plugins/google-picasa-albums-viewer/public/css/cws-google-picasa-pro-public.css
Try removing or comment out
.carousel .item
css block at line 255 and see if that helps.I will make the css more specific for next release.

Please double check there is no extra space characters before / after client id and client secret.
Also make sure you have enabled Google Photos API (step 3 – https://www.cheshirewebsolutions.com/create-google-photos-api-credentials/)
