Experiencing identical issue to OPs screenshot, only first row is accessible to click on, hover actions, and checkbox. Rest of table has users in the list but not interactive.
Seems to occur on each page of the results.

Thanks for the response, I think because I mixed in a few cases in my original post, including some that work as expected, I lost the focus on what I think is an issue:
My website maintainer user used to be able to switch the customize view to mobile (via the bottom buttons in the panel for widget management) and widgets set to show only on mobile would display and allow preview & editing.
For a while now, and since an update shortly after my initial post linked in the post above, the mobile-only widgets are not visible in customize view at all unless I load the site outside of customize view in mobile or with devtools set to mobile.
I used to tell them to switch to mobile via the bottom preview device buttons to check their changes worked but this no longer works.

Hi there
Thanks it seems it is fixed in the customize view, so I am happy with this being marked as resolved.
However a few cases have occurred where I can’t seem to hide widgets (in customize view & published view) with category based selections which works on archive view pages but not individual posts. However doesn’t relate to this issue directly I imagine.

No luck when trying to re-save a widget.
Note my issue only presents itself in the customize/editor view. When published and viewed as a signed out user the widgets are hidden as desired.
The customize view has just become cluttered with all my hidden widgets showing when they didn’t used to show if hidden by widget options logic.
Perhaps others can share if this is the same experience?

I will try this as well as I assumed it was purely a conflict but will let you know.
I assume I should make a tiny change to each to allow me to save? Will try add a white space or something to each and save. Will do this later today and will refer back with results

Thanks for taking a look.
The bulk actions are appearing in the drop down on the orders page in WooCommerce.
I believe the only settings changed were the plugin provided options under Print tab.
The style is set to default, a shop logo image is set and a few other of the provided options are checked.There is some custom CSS set for the other parts of the site, I’m not sure if they’d possibly be interfering with the print display?
Are the differences quite significant that you’d suspect custom CSS is causing it?
Do you possibly have an example of how they look be default I can compare to in order to look for clashing CSS rules?Thanks again for your time.

At this stage the client says they’ve never had it working correctly and have always instead printed individual invoices.

Not attempting to hijack the thread, simply saying I am having the exact same issue.
I don’t recall the update versions as @baldawayash15 has but running Version 2.1.6 currently.
Previously my “um_wp-manager” role could see the View Profile option on hover in the Users menu. Now only “Edit” appears.
@baldawayash15 have you just resorted to rolling back to older version?
EDIT: Latest update appears to have resolved this issue, apologies.

Experiencing the same issue with latest update.
Edit:
Admin users can view the User tab in dashboard but users with permissions to view this tab before can no longer access hover options for users in the users tab.They can view the users but user capabilities on-hover are missing.
