I encountered the similar issue today. I run this TEST PACKAGE FOR GUZZLE and have activated that. Then I get “Composer detected issues in your platform: Your Composer dependencies require a PHP version “>= 7.1.0″”. I’m not technical ??

I did do an update of the plugin and indeed that has done the trick!
