Have you tried the Mail(2) option ?

Just for testing purpose, try giving the actual email id instead of [_site_admin] and check if you are receiving it.

I had the same issue. It is working for me now. The problem I had was the size limit. In my application the max upload size is 2MB. My iphone pictures were minimum 3 MB. so I got the error in file upload. I tried uploading an image less than 2 MB and voila! it worked. So try checking that as well! Just a suggestion ??

Sorry for the late reply, I was off for a week and just back to work.

So I played around a bit and found that infact heif was working. The problem was the size limit. Since the allowed limit is 3 MB, some of the pictures are above 3 MB and that is what caused the issue. When i tried to upload pictures less than 3MB size, it was uploaded without any error.
