got it!! in the settings > general

find the ‘WordPress Address (URL)’ and ‘Site Address (URL)’ fields.

You need to make sure both of these URLs are exactly the same. … i had one with the www. and one without, once i set them the same it gave me my admin toolbar back and lets me comment logged in YEA!!

i have not installed any cache’ing plugins

thank you for the info, and what a bummer … plus the form does not look easy to fill out

crap, i’m guessing it is due to ‘search term’ option and i hit the 500 mark and paid wouldn’t change that quota, correct? … cause “There is a “500 videos limit” restriction when using YouTube’s SEARCH API. So, If you’re using the “Search Terms” source type, only 500 videos can be shown in maximum. All other types can show unlimited videos.”

i removed some shortcodes that should put me under the mark … deleted the cache in settings … but i’m still getting the 403 error

any way of getting it working again?
