Looks like you got error when you was wordpress…
Write please you environment (wordpress version, CF7 plugin version), it’s need to understood reason of your problem.
Does any other plugins installed normally? Can you test it?
To successfully removing plugin data from database you need to update (or install) plugin and click “deactivate”.
Then, when you activate plugin again – it will clear.

First about infinite wheel: you need to enable “Sheets API” on Google developers console. https://console.developers.google.com/apis/api/sheets.googleapis.com/

About reinstalling: I got this issue, and I’ll solve it in the next couple of days. It will small update, that will remove plugin data from database after uninstalling plugin.
Проверьте доступ сгенерированного аккаунта к записи в таблицу (адрес сервисного аккаунта заканчивается на @gserviceaccount.com).
Попробуйте (для теста) открыть доступ для записи всем в Вашу таблицу.
