If you are using a premium theme, then i think the best option to discuss the issue would be the theme forum, i hope they will provide support for this. May be you are using a WP version which is not compatible to the theme..

If you want to remove the entire line completely then use this.

.entry-meta {
display:none;
}

Code for the Home Page is usually in index.php or home.php

Can you share your URL ??

You can Use Gravity Forms which provide the confirm email address option. (although the plugin is not FREE)..
Other wise use “contact form 7” which is the most recommended contact form plugin.
Not sure if it provide confirm email option..
