I do face this issue sometimes. But it is easy to fix.
Instead of visiting /wp-admin/, try to visit /wp-admin/widgets.php
If the problem still persists, click the “lock” icon on the chrome browser > cookies > check whether anything blocked under the “blocked” tab.

@joelcj91 – The problem was the Autoptimize plugin deferring the LazyLoadforComments’s JS file to the footer which causes it to stop working. I had added an exception for the LazyLoadforComments’s JS file on the Autoptimize plugin’s settings. Now it works without the jQuery Migrate.

@joelcj91 – Yes, the plugin isn’t working without JQuery Migrate.
I’m using JQuery version 3. The plugin works only if jQuery Migrate is present. Why is this happening?Does caching of JQuery causes issues. Such as via Serviceworker.js, Cloudflare, Browser Cache?
