I finally figured it out on my own… it took forever, but I wanted to share the fix in case others encountered the same problem.
A database setting (show_admin_bar_front) was set to false for my admin user. This was done inadvertently by following instructions given to my be a WP tech here on the forum to correct another bug I had encountered. You can see that discussion here:
Now everything is working as it should.
The two “GET” lines start with red x’s which I assume are errors.
What tab on the Chrome console should I look at for errors? On the “Console” tab I see this:

The rest of the site is working correctly. The admin bar appears in the Dashboard, just not on the main site anymore (when logged in as admin).
I have cleared my cache and nothing has changed, it’s still not working. I’ve gone to the site in a clean virtual machine using a browser I’ve never used to access the site before just to be sure, and it’s not working in that browser either.
The problem remains when all other plugins are deactivated.
When I disconnect from Jetpack and reconnect, it goes through the normal routine of authorization and no errors are given. Jetpack seems to be working, it’s just not appearing on the landing page as it once was.
I was having a problem with a plugin, all of my posts (just mine) were blank but my other contributors’ posts were working fine. He had me create a new admin account then demote my original Admin account to a subscriber. I then promoted the original Admin account back to an admin and deleted the new account entirely. Somewhere in this process the task bar stopped appearing.
I’ve tried disabling all plugins several times.
I’ve switched themes a couple of times and it doesn’t appear for any theme.
I’ve now cleared my cache and it’s still not appearing.I have not tried reinstalling WP. I’ve never done this, are there any risks?

They sent me over here. What caused the issue was demoting my Admin account to a subscriber then promoting it back to an admin. When I did that, my Jetpack stopped working properly and hasn’t returned. Disabling all the plug-ins again hasn’t corrected the problem.
Is there a support number somewhere for me to call since no one seems to be familiar with my problem?
I’ve tried everything at this point. The admin bar is only visible from the dashboard. From the site’s home page it’s missing.
I disabled Jetpack again and reenabled it. Nothing.
I deactivated and reactivated notifications thinking that would help. Nothing.
I switched themes and it was still missing. I switched back to my theme, it’s still missing.
I’ve disabled every plug-in and it’s still missing.

Now my big problem is that my Jetpack stats still don’t display at the top of my blog’s home page anymore. I can’t see the stats, my login ID, nothing that was once across the top of the page.
When I go into the dashboard I can get to my stats, which is good. But how do I get my admin bar back across the top of the page?
