I found the Plug in Domain Specific Registration, and when used with Registration Plus Redux my issues were resolved.

Yes, I did see the update yesterday and updated my site. It turned out to be a cache issue. The new users were aloud access several hours later. So,I installed WP Super Cache and it seems to have fixed the problem.
