That seems like a valuable UI improvement potentially. Are both those checkboxes required for comments to happen? To me at least, they each look like they independently would allow comments. I.e. had I seen the checkbox at the bottom first, I for sure would have thought that by turning it on, I’d be allowing comments on the page.
