The issue was
HTTPS, but requested an insecure stylesheet ‘https://website/wp-content/plugins/stars-rating/admin/css/stars-rating-admin.css?ver=1.0.0’. This request has been blocked; the content must be served over HTTPS.
I had to go into settings > general > and change the site url to https://
