if the plugin is not in WP repository, is the best thing wait for WP publish it before I download it ?

I don’t find it in WordPress plugins.. it’s it out of date?

I used qtranslate, and don’t work no more. OK.
But qTranslateX is no more available in WordPress Plugins.
