I think the best way will be separate your case for two different shipping methods.
The first one only includes the one rule for the price from 0 to $84,99: https://i.postimg.cc/Wz16y230/IMG-20240705-204935.jpg
The second one includes the free shipping threshold for $99.01: https://i.postimg.cc/PfMdzdY2/IMG-20240705-204907.jpg and with one rule with price above $85,00: https://i.postimg.cc/cLL741Mj/IMG-20240705-204850.jpg
I’ve tested those shipping methods and works properly (https://i.postimg.cc/V6zrkDXR/IMG-20240705-211209.jpg and https://i.postimg.cc/KY2CqHXx/IMG-20240705-211250.jpg), but please check on your end and let me know if this meets your needs.

I believe that could be confusing for you. Similar API-related problems are on the UPS side. This error could happen, if you’ve changed the API (with the wrong credentials XML API to REST API) and you didn’t save the changes.

The error code says: Origin postal code missing or invalid. – please make sure that the postal code is set properly in the sender’s address in our plugin settings or in your shop address.

The best way to check if the rates are correct is to compare them with the FedEx calculator on their website with the same settings.
