This is just my opinion, with no actual backing what so ever, but..
From experience, generally the reasoning for version numbers is to seperate various builds. This shows current users that there is a fix version available and that they can upgrade from their current. To simply fix bugs and have the same version for download, many may not notice that they are in fact using a buggy version. As far as 1.2.1, I do not see how that would be different from 1.3. We are not talking a leap to a 2.0 in which the entire scheme of WP has changed. If you install a 1.3 nightly it is in fact barely changed(core WP purpose wise, i know a lot of work goes into the little things unseen on the surface) and has a few cosmetic changes as well.
Basically what I am saying is what is the difference between going from 1.2 to 1.2.1 and going from 1.2 to 1.3?

Maybe try copying your htaccess file into the blog folder? Really not very familier with how they work too much.

In your htaccess file make sure you have this.
AddType application/x-httpd-php .html .htm .php
DirectoryIndex index.html index.php
not sure if you only need one of those, but i think what is happening is your server is only set to recognize index.html and probly htm as the main file.

you sure its wp-config.php on your server? Otherwise you are obviously doing something wrong serverside. Its a human error somewhere.

it has to be in the same folder as all your other wordpress files. should be in the same as wp.php, wp-atom.php, wp-blog-header.php just to name a few.

Could you provide a link? I am going to assume that the text size change is because the columns might have used inherited values previously, and now are not located in the same parent div.

are you sure it is in the wordpress folder on your site, and not just in the initial download folder on your computer? Or are you typing in your directory properly?
