Does the issue occurs on the sub site?
If yes, please note that if you have a multi-network + multi-site, then you will need to install the Popup Maker plugin on site 0 (the first one that existed before you converted to network/multisite mode). Could you double check this and let us know if this helps?
This results in broken styling (because the popup theme changed) and site speed issues (because 40+ popups now load on every page of the site without popup triggers set.)
This issue occurs because you did not set any targeting conditions for the popup, so it uses the default which is to load everywhere.
To resolve this type of issue, targeting rule is the possible solution.

If you want to set an auto-close for your popup then you will need to add a From Submission trigger with the help of Form Submission cookie event to the popup.

Could you try it again using a different browser or an incognito mode browser?

Also, please could you make sure your Popup Maker plugin is updated to its latest version? We need to eliminate this as a potential cause of the issue. And, keeping a plugin up to date is generally a good rule of thumb, as bugfixes along with new features are generally implemented on a regular basis.
