Sorry to hear that you are experiencing this problem.
Could you please confirm which plugin are you referring to? If you really mean Popup Maker, can you please describe the issue you’re seeing?
It would be super helpful to include the following:
1) Write out each specific step you take to see the issue.
2) Copy/paste any error messages (PHP logs, page errors, or dev tools console logs) you see.
3) Attach or post screen captures of the issue (including error messages).
4) Explain what you expect to see or happen that’s not happening
5) Let us know what you’ve already done to try to fix the issue.
On a side note, our developer did checked and wasn’t able to reproduce the issue.

I viewed your site using an actual mobile device (iPhone 13 pro max) and I see what you mean. It seems the dropdown is showing behind the popup. See screencast: https://share.getcloudapp.com/qGuO1oxo
I also confirm that the issue is only happening on an actual mobile device and not on Desktop/Laptop devices.
You have mentioned that there is no any type of caching.
Could you please still consider disabling asset caching under your Popup Maker > Settings > Misc and then re-check the site in your mobile to see if that works for you? Demo screencast: https://share.getcloudapp.com/bLukzNZy
If that doesn’t help, we would like to take a closer look at it.

If you want a popup to appear once the user is logged in to the site, then you will need the help of our premium extension plugin.
You can achieve that using the Advanced Targeting Condition extension plugin. Check out this link: https://wppopupmaker.com/extensions/advanced-targeting-conditions/
You will need to set a User Targeting Condition to (!) Is Logged In. This condition means, the popup will only be displayed once a user is logged in. Please see this documentation for more details, https://docs.wppopupmaker.com/article/238-advanced-targeting-conditions-user-conditions

I checked your page and I see the issue. I then noticed that the page is loading some cached files.
Can you try the following for us?
- Clear out any browser, WordPress, server, database, and CDN caches you have.
- Retest using a private or incognito window with no active browser extensions.
- Learn more about what to do if you don’t see your changes.

Basically, if you want to set a popup to the Homepage then you will need to set the Targeting Condition of those popups to General: Homepage.
