I’ve checked your screenshots and I can see that you have configured the popup correctly. And upon viewing this page: https://petsittingkyletexas.com/test-home/, the popup is displaying as expected but the content isn’t.
Regarding your content, I can see that you are trying to load a short code from a third-party plugin. May I ask, have you tried to insert a plain text to the popup?
If yes and if it does display as expected then there might be a conflict between the Insert Pages plugin that you are using and the Popup Maker plugin.

I viewed the site and I see what you mean. Apologies that you are seeing this unwanted border on your popup.
This is happening because a default accessibility feature in popular browsers is clashing with our accessibility defaults. Please could you use this workaround for now? See this link: https://gist.github.com/marklchaves/12ffe01c4aadf938caa23b4f0ca33681
We’ll add that CSS workaround as a permanent fix in the next release. Sorry again for the inconvenience.

You can add this class (see below) to the HTML code of the popup.
class="pum-close pum-do-default"
Note: Any element (text or button) inside a popup with that class will work to close the popup when clicked. You can try that and hope that helps you with your query.

May I ask, do you have an Autoptimize caching plugin that is currently active on your website? In line with that, you can try to disable asset caching under your Popup Maker > Settings > Misc and check it again if that helps you solve the problem. Have you managed to sort this out? If this is not the case from your end then may I ask, do you have any caching plugin active on your website? Please try to purge/clear caching and browsers cache or try to check it using your Mobile’s private mode browser to see if it is now working properly.
