You can check the under Product Sample > Settings > Disable Maximum limit must turn off so that you can see the Maximum Quantity per order.

Please take note that the maximum limit type will control what the maximum quantity in the order will be. So a maximum limit type of Product will limit the sample quantity of any individual product to whatever is set in the Maximum Quantity Per Order. A maximum limit type of Order will limit the total number of samples in an order to whatever is set in the Maximum Quantity Per Order.
