You can use categories to categorize your files, then use the shortcode to display the files within the category
replace the * with the category you wish to show on the page

dotnetnuke requires a windows server, wordpress although it can run on a windows server, it works best with linux servers so im hoping the administrator will purchase a new linux hosting account to host your new wordpress website.
In terms of creating a WP website without an established domain. I would recommend either developing on your computer as WPyogi suggests above or you can get your administrator to dedicate a sub-domain for you to develop on, or, check out the platform below that you could utilize for development until you are ready to launch.
Please make sure to backup your site files and database regularly, which ever option you choose, but especially when using the platform above, cheers

In reply to: Installing WP update in a .dev site and importing old postsMate this is a hard one because first you have a content rich site and second there are a few ways you could do this that come with a semi-steep learning curve.
This is what i would do first above anything else especially on a content rich site like yours.
FULL BACKUP
FTP into your server and download all the files to your PC
Export your Database and download the sql or zip file to your PCWhat you would normally do is verify the BACKUP using a local installation.
having this BACKUP at least you will have something to fall back on if everything hits the fan.
The next thing i would do is sort out the database size issue. Look at what plugins you have and see if any of them keep logs. These logs can blowout to very large sizes overtime if they aren’t constantly deleted. That is only my assumption as it could be a number of things that are contributing to the size issue.
My biggest recommendation is to get a local development server running on your PC for testing, upgrades etc. The site you have there is worth the investment IMO. There are heaps of references out there on how to install WordPress locally.
