Thank you for sending the screenshots, have tried this plugin on my local installation and unfortunately, it seems to be incompatible with the ‘Remove Files from Server’ settings.

But this seems to be only for the preview page, they seems to be using an iframe and svg drawing to display the preview images.
But once added to a post and displayed on the front page, it seems to load with no issue.

This would be difficult to fix since we do not have control over the Google Web Story plugin code. A possible workaround would be to redownload the files into the server temporarily while working on your story. Then re-enable it once saved.
