The permissions for that folder are set to 755 by default. I did not have to change anything.
The download does not work.
It should be working from the WordPress Plugin – it does so in my other subdomains.
I finally downloaded it from the folder with the download funtion provided by cPanel – use of FTP was not necessary.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

both options are not good for me – i am not a programmer and can not do such operations.
The download should work normally.
I have the Plugin installed in other subdomains and there the download works without problems.
