Thanks for your reply, I am using WC ver 8.9.2 Now,

When I cancel the specified action, nothing happens and it creates another one, see the below image please. Currently I have 10K failed same action failed, I try to delete them but they appear again

It’s been quite a journey troubleshooting this issue. Despite numerous optimizations made to database variables, PHP, and the web server, I couldn’t pinpoint the root cause. Tasks were still getting stuck in progress. However, a breakthrough came when I decided to utilize WP CLI to execute the actionscheduler task. Miraculously, it seems to have resolved the problem. Its efficiency surpasses that of wp-cron.php, and thankfully, it worked seamlessly for me.

I have the same problem with 100K orders in WC database,
I found that this problem is exactly related to WC structure that saves orders data in wp_posts table so it is hard to query order information as fast.

We should wait untill WC team and other plugin vendors get compatible with new woocommerce feature that saves orders and addresses in seperate tables and as we know it is a huge change that need all plugins vendors help.

I hope they do it fast, currently the easiest way is that export old orders and keep your database light for doing searches and edits fast

The bug is still here after 17 Month and multiple versions of WC, but no response from Woocommerce authors :((((((((
WC authors, Please note that this is not Multi language plugin providers, it is a core feature that WC should have

But , These plugins are together , so if Free version (core features) don’t work , Pro won’t also
