Have you tried to active the plugin in the child’s post editor?
There’s a selective loading menu where you can activate and deactivate plugins for the specific post and page.

The interface needs makeover and the option you’re mentioning will be added in the update.

No, this plugin don’t do that. And I am not aware of any plugin doing it.
But I’ll add that feature to the todo-list.

If I understand you correct, it could be possible to do so with shortcodes in posts and pages. I.e. if someone writes a new post with the shortcode [shortcode] from the shortcode plugin The Selective Loading Plugin adds that plugin automaticly.

The problem wasn’t WordPress 3.4.2 related, it was Cloudflare related.
If you encounter this problem using Cloudflare use your direct domain and drag and drop will work for you.
