Actually, it does. When you customise your shop page, click on: WooCommerce – Product Catalogue – Design – Product Image Hover Style – Swap Images.
if it makes any difference, I use the Astra theme

I found the plugin that was causing the problem: it was Variation Swatches for WooCommerce. I deactivated the plugin so now the images are swapping again. How can I make the hover style and plugin work together?
That did not fix the problem, after saving it just defaults back to ‘none’ on the product image hover style
