I solved the issue with the plugin “Say What?” by adding two conditions that replace “&nbsp” and “?” with \00a0.

Now, the status of the error has been changed a little bit.
To remind you of the condition of the issue, I’ll summarize it again.

I have two shipping zones;
A. General area of the country
B. Specific area with postcode list

I used to have the same issue in both area that shows 7 KRW.
But now, zone A is working fine. I don’t know what made the situation different.
I tried several things, includes changing the order of the ‘Shipping methods’, but basically nothing has been changed. But it works anyway. (I’m sorry, but I really couldn’t find the reason)

And with zone B,
the issue persists:
issue 1. It is still 7 KRW.
issue 2. And when the total is under 30,000 which means it shouldn’t have the free shipping option.

Thank you for your advice, I could add the header by setting it with the custom header.
However, the footer still does not added to the checkout page even though I’m using the custom footer already.

Cart page shows the footer, but not in the Checkout page.

I didn’t make a big change to the theme. It’s mostly CSS modification. I will add the custom details below.

Additionally, today, I found the modification of the WooCommerce Checkout page settings doesn’t apply to the page.
I tried to deactivate the ‘MULTI-STEP CHECKOUT’ by uncheck the option in
Appearance > Customizing > WooCommerce > Checkout, but it doesn’t make changes on the checkout page.

1. The right side two buttons(profile, cart) are added from Appearance > Customizing > Header > General > Content After Header.
And [my_account_button] is my custom shortcode

I could find the solution for the issue.
I added the color to the background as “transparent”, and it works like a charm now.
I found out that the black color is the background, but don’t know where it was set, so just added it to your CSS instead of the orignal place of the CSS,
