Yeah, there is no docs as it pretty simple, just like SOWHOYOUdotCOM wrote.
I can only add this – if you can’t see the CSS text box at the bottom of the post/page editor, then please click Options (in Gutenberg menu on the left) and see if CSS panel is checked.Forum: Reviews

However I think it’s a nice idea. On the other hand, if you need something on EVERY single new post… maybe consider adding it to your theme?
I will add that functionality in the next release.
