I figured it out! But I am leaving this thread in case anyone else runs into this issue.

It was a new wordpress instance and registration was turned off under Settings – General.

Turning registration on solved the problem.

Would be great if learnpress had a pop up or something when registration is off.

However, how would you point this to a remote server\db?
