I did have a 2nd post here saying that if anyone could point me in the right direction i should be able to figure it out from there.

Could i do this feature by reversing a script for Pay per post plugin where users pay to post instead of the admin paying the users to post?

Is there anything under settings on the bottom left of the admin panel? Should be a section for setup under settings i believe.
