Actually, I did plan to add this function to Batch Cat or create another plugin for it.
But my job is very busy, so I’ve put it off until now.
It won’t come out very soon, but I suggest you to try Simple Tags, this plugin has a ‘Batch edit tags’ function, which meets your needs.
