Update: This issue has been resolved in the latest version of WooCommerce Shipping & Tax 1.25.3.

You’re right it should be refundable.
This a known issue. It is an unintended effect of a recent enhancement we made in the previous update. This bug has been prioritized by the team and should soon be fixed.
In the meantime, could you submit a ticket with to support team with the tracking number of the shipment? They will be able to initiate the refund request on your behalf.

No worries, you can reprint your label when necessary.
On your order page, you will find the “Shipment Tracking” panel; by default, it is on the left sidebar. The select the three ellipsis menu associated with the label and click on “Reprint shipping label”.

With USPS, shipping a tube is like shipping a package; use length x height x width. You can find guides for measuring packages from USPS.
A few tips:
– You can get free tube packages from USPS if you ship Priority Mail or Express. The package is also pre-populated in WooCommerce Shipping.

It sounds like you bought First-Class Mail postage for an envelope. This is the USPS service typically used to send letters and doesn’t include tracking. These labels also use a different format, here is an example.
There are more details on this topic under the “Tracking” section of the WooCommerce Services documentation.
An option would be to request a refund the label you printed and buy a new label with an increased height of the package to something over 3/4 inch. It would be a little more expensive but would include tracking.
