I checked it with a couple of different themes and I also tried it with FF’s View->Page Style->No Style to turn CSS off and all the same – no working link just the text “Yahoo”. I tried with different browsers, on my Android phone, again no hyperlink. You’ve confirmed that it should normally work? I mean links will normally render OK within portfolio content? And OK with a localhost server like WAMP? I’m willing to trouble shoot more.
Note: It works OK, If from my admin dashboard I go into editing for linktest1 project and then do “Preview Changes”, then the link is functional and OK. But if I go to the page via it’s permalink – just normally through the browser then it does not work and I have the issue I’m reporting here.

how have you added the content to the portfolio page?
By editing with Classic Editor plugin with TinyMCE Advanced plugin. The content of the Portfolio is exactly as it appears in my post above in text mode and the visual mode shows the link as expected. The page is edited same way and Shortcode content is cited above in my original post. AFAIK there’s nothing unusual – routine editing and content.

is was created as I cited, routine editing, verifying in both Visual and Text modes of the editor. Other non-portfolio non-shortcode pages show hyperlinks fine.
The link does not appear on the page itself or just on the excerpt?
There’s no excerpt I’ve used or seen, I make a portfolio project put the resulting Shortcode in a page and the link is stripped-out with only link text remaining.
What is the URL of your site?
As cited, Version 5.4.2 on WAMP localhost server. Using Jetpack 8.6.1
