That’s because it’s counting search engine bots, to disable this go to Settings > Exclude Bot Views > Yes

After a new WP installation (4.0) I was having the same issue. First I thought it was a bug in my theme or something. I came looking for and answer as well and good thing I found your post!

Problem solved after adding the following line in wp-config file

define(‘CONCATENATE_SCRIPTS’, false );

Why? Idk but it works just fine now.
