By default, only admins can see the Pretty Links menu option. In Pretty Links Pro there is an option to change the minimum role required. You can check out the pricing of our pro plans on our website: https://prettylinks.com/pricing/plans/
Pretty Links does not currently have a rest api. But we do have it as a feature to include in future releases. Unfortunately, I don’t have an ETA for when it will be released.
This might have to do with how the custom post type is setup. Are you using a plugin that added the custom post type, or did you add it yourself?

You can not create a pretty link for the homepage. If you want to redirect from your homepage somewhere else I recommend using a redirection plugin instead.
You are correct that Pretty Links adds the no follow to the header and not the html tag. The html tag is just a flag on the link and is not as reliable as the headers. An increasing amount of web crawlers tend to ignore the html tags on the link but are more likely to respect the settings in the header.

Could you provide a link to which SEO Redirect plugin you are using? I found several so I want to make sure when I test I use the right one.
Link expiration is only available with Pretty Links Pro. In the pro version, you can expire links after a certain date or number of clicks.
