WooCommerce Google Analytics does not yet support Google Analytics 4 properties, but it still works fine for UA properties.

The above points to a block at the client, ie the browser. Have you tried testing with a different browser?

I checked this for you and did not find other similar reported issues.
This kind of problem is usually caused by either a conflict with your theme or with another plugin on your site.

The best way to determine this is to:- Temporarily switch your theme to Storefront
- Disable all plugins except for WooCommerce
- Repeat the action that is causing the problem
If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each, until you find the one causing conflict. You can find a more detailed explanation on how to do a conflict test here.

Can you tell me more which plugin you activated?If you are referring to WooCommerce, have you tried deactivating all other plugins and then try to activate it again?

I tested and do not see this issue on my test site.
For further investigation, can you try to replicate this on a staging site?
You can clone your site to a staging environment and perform tests without modifying your live site or impacting customers. Many hosts provide staging facilities, so it’s worth checking in with them. It’s also possible to do it using the free WP Staging plugin.

The billing and shipping info are collected and stored on your site for your record.
In addition, shipping information is not compulsory on all PayPal accounts. Thus it is not PayPal does not remove both shipping and billing info on the checkout page.For registered customers, they will not have to repeat their billing and shipping info.
