In addition, Twillio is not free. Twillio may be used in France, with some restrictions.

The sender ID could be a phone number, given to you by Twilio.

Under the SMS Settings tab, there are two fields: one for the phone number of the person who filled the form and the other for your phone number. If you fill in the same number on both fields, you will receive the SMS twice.

Yes, this plugin automatically sends an SMS to a user after he/she submits a form. All you need to do is to create a Twilio account. Then copy the App SID, TOKEN and sender id given to you by Twilio into the plugin configuration page.
