I have solved this. The sidebar widgets were converted to Guttenberg Blocks (grrr.) I had to recreate the widget by selecting SiteOrigin Layout (NOT Editor), then inserting an Editor widget, and then I had all the Attribute/Layout/Design selections.

I have fixed this 2nd problem another way… by removing the text from the Popup Title field and putting it into the text editor below and making it an H1. Thanks again for your help!

Yes, that fixed the issue! Thanks so much! Also, the font of the title “FREE Photography Guide” is not using the styles assigned in the style sheet. It should be KlinicSlabLight. Can you help me with that too?

I have changed my layout, I no longer need help with this issue.

Alternately, I could flush the logo left and put the second logo to the right of it, and use the primary navigation flush right.
