Can you let us know how many subscribers you have in the list? Also, can you please let us know how many emails are currently set in ‘Maximum Emails To Send In An Hour’ and ‘Maximum Emails To Send At once’ settings from Email Subscribers –> Settings –> Email Sending? This will help us to replicate the issue on our end.

Sorry for the inconvenience you are having with the import process. Can you let us know more about the issue like how many contacts you are trying to import/existing contacts count?
Also, can you please make sure if WordPress Cron is enabled on your site since the current import/export process needs it to be enabled to import/export contacts in the background?
