Thanks for sharing the CSV file with us.
We have tried to replicate the issue with the shared CSV file, but it looks like it is importing the contacts as expected. Also, we have verified the file’s encoding and it is correctly set as “UTF-8 with BOM”.
You can check the results of our testing from here.
Are we missing some steps in our testing to replicate the issue correctly? Please let us know.

It would be great if you can share a sample CSV file with us so that we can test the issue at our end and fix it if it gets replicated in our testing.

We are really sorry to hear that you need to remove our plugin. If possible can you tell us the reason why you decided to remove the plugin completely?

1) Does the tables wp__actionscheduler_actions actionscheduler_claims actionscheduler_groups actionscheduler_logs are from this plugin?
A. The tables which you have mentioned are created and used by the Action Scheduler library. This library is used to handle the scheduled tasks by many plugins including Email Subscribers as well. You can delete these tables if you are planning to remove Email Subscribers completely but before deleting the tables, we would suggest you to make sure that there isn’t any other plugin using the same library.2) I also need to remove all ig_es_ options
A. Email Subscribers stores its options with prefix ‘ig_es_’ in the WordPress’ options tables. You can find and delete those options with the help of a LIKE query ‘ig_es_%‘ on option_name column in phpMyAdmin or some other tool.We hope this helps you. Let us know if you have any further queries.

We have found the issue and have fixed it in the latest version 4.4.10.1 of Email Subscribers.

Thanks for letting us know regarding how you have configured the notifications.
The settings are almost correct but yes, the two notifications can be the cause of the issue if both of them target the same post categories.
To make them work together without sending duplicate post notifications, you will need to create two different post categories for each language e.g. ‘Life style‘ for English and ‘Mode de vie‘ for French and set them in respective post notification campaign. While publishing the post, you will need to select the language-specific categories like e.g. Life style‘ for posts in English and ‘Mode de vie‘ for posts in French.
Here as admin will be setting required post categories in the posts, your subscribers won’t need to do anything from their side to receive the desired posts.

You can remove any sensitive information from the file like the full folder paths from the log messages etc.

Thanks for letting us know about your use case.
Since your subscribers are from two different lists, you can use the following steps to ensure post notifications are sent to the desired recipients only.
1) Create two new post categories like English Posts and French Posts.
2) Also, create two post notification campaigns(or edit existing ones) and set English Posts and French Posts categories into them respectively.
3) Choose the respective subscribers’ list in each campaign.
4) While publishing a post in English, choose its category as English Posts so that post notification for it will be sent to English subscribers only. Same you can do for the French subscribers.We hope this helps you. Let us know if you have any further queries.

To understand your use case, we need to know more about how your subscribers are segregated? Are the subscribers from two different lists like English/French or do they share a common list? Please let us know.

We have tested the issue on our end but it is working as expected.
It looks like a plugin/theme conflict that is causing the issue. Will it be possible for you to deactivate active theme and plugins temporarily and test the feature with the default theme like ‘Twenty Twenty’ and ‘Email Subscribers’ plugin only?
If it works then the conflict is with active plugins/theme. To find the conflicting plugin, you can reactivate them one by one and check which one is causing the issue.
