Having a 0.00 order shouldn’t cause an issue here unless there’s a rounding issue with taxes and there’s an amount due that isn’t showing.

Can you please provide a screenshot of the coupon you’ve set up as well as your tax settings?

It appears that you have overrides on your theme that are modifying the checkout pages:

Overrides: Avada/woocommerce/cart/cart.php
Avada/woocommerce/checkout/form-pay.php
Avada/woocommerce/checkout/review-order.php
Avada/woocommerce/checkout/thankyou.php
Avada/woocommerce/loop/loop-start.php

You may want to test with a default theme like Twenty Twenty or our Storefront theme to see if you have the same issues.
