Can I add multiple different fees?

1. a flat 3% fee for all credit card and paypal transactions.
2. a tiered handling fee. For example, if the cart total is up to $250 the handling fee will be $10, from $250-$500 the fee will be $11, and so on. We have about 4 tiers.

NOTE: Can I decide whether each fee is taxable or not?
