How can i create new Template .

Actually i want to change My Home page template From ‘Deafault Template’ to ‘Homepage template’ But i’m unable to do that because my Template dropdown Option is not appearing in Page Attributes so what should i do.

I already did but they are not responding.

ACTUALLY mY SITE is not live.
