I’ve run into the same issue. Running WordPress 5.3.2 and Gutenberg 7.5.0. Looking for plugin conflicts I found that if I disabled Gutenberg plugin and the scrolling returned on mobile devices. Saw a report of a conflict with Yoast but disabled Yoast, activated Gutenberg plugin and scrolling was blocked again.
I’m running again with Gutenberg plugin disabled but would like to take advantage of the latest features in the plugin.
