The 403 is not related to cyr2lat anyhow. Some plugins or theme implements a “security” features. Please try to deactivate all plugins, one by one, and change theme to standard. In this way you can find a culprit.
Also, 403 may be returned by the web server. You should see the detailed code in the Dev Tools, which image would be good to share.

To debug, open the browser Dev Tools, filter Fetch/XHR and see the result returned, on Headers and Response tabs.

The appearance of hCaptcha on this page does not depend on “WP Login” switch.
The same is for WC. It has own login form on my-account page.

It is a standard problem with server misconfiguration. Please read Hostinger’s recommendations on how to fix it.If it does not help, please reach your host provider.
I have prepared hCaptcha 4.10.0-RC3 with enhanced error messaging. It may help. You can download zip here.
Kindly let me know which error message you see on the General page upon Checking the Site Config.
You can try to turn on debugging and look into
debug.log
. after trying to Check Site Config on the General settings page. Then present information from the debug.log file here and to the hosting server provider.This is not our issue – if requests are blocked, we are unbale to help, unfortunately.

Thank you for providing System Info. No issues there. The problem might be related to the settings of your webserver – the Microsoft-IIS/10.0. The message “Site configuration error: Cannot communicate with hCaptcha server” says that requests from your server to the Captcha server are blocked.
Do you see any issues on the Site Health page (
/wp-admin/site-health.php
