30 pages is nothing. You won’t notice any significant performance loss. If it will be a high traffic site then I’d suggest installed WP Super Cache. Otherwise, it’ll be fine.
In the Dashboard, go to Settings -> Permalinks and change the format there.

In the config file you’ll need to point to the URL of the old server running the database. It probably currently reads ‘localhost’.
Check the roles of the users. Each role has different permissions.
If the widget doesn’t include any option to exclude categories, try using the Widget Logic plugin.

You’re right when you say you need to go into the code. The file in question will be the header.php file.
You should always be using the template tag `the_permalink()’ for links to posts/pages.

Yes, providing the rules that come before it don’t have !important in them. But you can still override them by using !important yourself.
