I had same problem here. I’ve tried iphone and android mobile devices (working in android tablets and ipad) and failed.
What i do is to remove cache from device and it works again.

It’s using WP Super Cache and WPML.

Well, I’ve seen broken since upgrade from 3.5 to 3.6

I have reduced transition time to 100ms. That is not a good solution, but is what ia think it can reduce this issue.

In my case the issue was casued by wp_admin_bar_class filter in my custom theme.

Yes, before posting I have read and I have done what troubleshooting-wordpress-33-master-list say. So, yes I have tried manual update, turn off all plugins, intall hotfix, clear cache …
Did you see functions.php and widgets.php file? I have done somethink that could broke 3.3 upgrade?
I’m going to install my theme on a fresh wordpress 3.3 and I will see.

I don’t undertand why but upper right Options and Help links don’t expand :S
I have tried “Use Google Libraries”, and I get the same.

In this zip I bundled functions.php, widgets.php, widget dashboard screenshot (Where I cannot expand to edit or drag elements) and firebug screenshot.
