.htaccessの書き換えは、
?siteguard/tmp にテンポラリファイルを作成
?テンポラリファイルに現行の.htaccessの内容をコピーしつつ、更新が必要な部分を書き換え
?テンポラリファイルを現行の.htaccessにリネーム
を行っています。
テンポラリファイルはapacheのユーザーで作られるのでオーナーはapacheのユーザーです。
リネーム（ rename() ）で、現行の.htaccessに上書きする形ですが、この処理の結果がPHPのバージョン等で異なるのかもしれません。
確かな回答ができずに申し訳ありません。

SiteGuard WP Pluginの「管理ページアクセス制限」の設定画面を開

If you try out Admin Page IP Filter function, from a different IP address of the terminal (such as smart phones that are not connected Wi-Fi), please try to connect to the management page ( /wp-admin/ ).

Allowed IP address is updated at the timing at which someone is logged in.

Even after 24 hours, no one if that were not logged in, does not remove the IP address.
