Ok here is how i fixed it:

First i deleted wp-includes and wp-admin folder and upload fresh ones (I think this didnt solved the problem because i had still the problem with the plugin.

Then in wp-content folder and wp-content/themes are index.php files i replaced for fresh ones and this solved my problem, now my plugins are working fine.

Esmi, Thanks for your answer, but i already made the steeps and changed all my FTP users and password, All my emails passwords, all cpanel password, all mysql passwords and users, wp-login users and passwords, also my phone password xD (made this like 3 times with each update i made to the site) iwas blacklisted and now whitelist, i think the hacker is not walking back yet my site is working good and no hidded traffic extractor, maybe remais of corrupted files.. im going to try deleting all files execpt the wp-content folder and upload fresh ones..
