Are you by any chance iframing in the form? This will happen with there is a mis match of the forms origination and the actual submit page.

Sure you can limit upload sizes by changing the settings in your actual server’s php settings, etc. File size limits etc are dictated by your server and WordPress, not by VFB. ??
