I experienced the same error when I updated the tutor lms plugin to version 1.6.5.
I had these values in the wp-config file;
define(‘ADMIN_COOKIE_PATH’, ‘/’);
define(‘COOKIE_DOMAIN’, ”);
define(‘COOKIEPATH’, ”);
define(‘SITECOOKIEPATH’, ”);
I removed them and the error is gone.
